The Chief Minister has further ordered the immediate removal of the draft from the official portal, signalling a swift and decisive departure from a rule that had governed public service recruitment in the state for over two decades.
The provision, originally introduced in 2001 as part of population-control measures, rendered any candidate ineligible for direct recruitment and departmental appointments in government service if they had more than two living children on or after January 26, 2001. The restriction did not apply solely to new recruits. Under the Madhya Pradesh Civil Services Conduct Rules, 1965, having more than two children was classified as misconduct for serving government employees, casting a legal shadow not merely over job aspirants but also over those already in state employment.
Taking cognizance of the matter, Chief Minister Mohan Yadav has issued formal instructions to the General Administration Department to withdraw the draft rules in their current form, delete all provisions pertaining to ineligibility on the basis of having more than two living children, and prepare a revised draft. The new draft is to be republished only after the contentious provision has been excised entirely.
The decision has been received as a major relief by job aspirants, young families, and government employees who had consistently objected to the rule over the years. It also brings Madhya Pradesh in line with a growing number of states that have already moved away from such restrictions. Rajasthan lifted a similar bar during Chief Minister Vasundhara Raje's tenure in 2016, while Chhattisgarh removed the restriction under Chief Minister Raman Singh in 2017.
The rollback marks one of the most consequential reforms to Madhya Pradesh's civil services framework in recent memory, ending a policy that had simultaneously governed the personal choices and professional futures of lakhs of citizens for nearly a quarter of a century.
